The Mission of the Ministry of infrastructure is to ensure sustainable infrastructure development covering transport, energy, water supply and sanitation, housing and human settlement sectors aiming to drive Rwanda’s economic growth and enhance quality of life of the citizen. To initiate programs to develop, rehabilitate and maintain an efficient and integrated national transport infrastructure network, including roads, bridges, airports, railways, and water transportation which will contribute towards economic development and regional integration;
To initiate, develop and maintain sustainable power generation facilities to supply clean, cost-effective and uninterrupted energy for the country and the region;
To initiate, develop and facilitate urban development programs with a view to providing affordable shelter with due regard to adequate water and sanitation facilities for the population and promote grouped settlement (Imidugudu);
To initiate programs aimed at increasing access to affordable energy, water and sanitation, and transport infrastructure and related services for the population;
To ensure that the development of policies and strategies concerning national infrastructure are in line with regional integration and harmonization policies with the EAC;
To supervise the implementation of quality standards and norms, cost effectiveness, response to environmental sustainability, safety and cross-cutting issues in infrastructure development;
To supervise activities meant to elaborate, monitor and assess the implementation of national policies and programs on matters relating to habitat and urbanism, transport, energy, water and sanitation;
To support and supervise infrastructure development programs under the decentralized structures under the respective sub-sectors as per the District Development Programs in each district;
To orient and supervise the functioning and management of public institutions, agencies and companies under the Ministry of Infrastructure including existing agencies such as Road Maintenance Fund (RMF), Rwanda Civil Aviation Authority (RCAA), Rwanda Energy Group (Energy Development Company Ltd and Energy Utility Company Ltd), Water and Sanitation Corporation Ltd, Rwanda Transport Development Agency (RTDA), Rwanda Housing Authority (RHA), RwandAir and other agencies to be formed under its sub-sectors;
To facilitate, promote and engage the private sector to invest in infrastructure;
The Minister
Dr. Jimmy Gasore
Minister of Infrastructure
Dr. Jimmy Gasore is the Minister of Infrastructure. Prior to his appointment, Dr. Gasore served as Project Manager at REMA and led the establishment of the first and only ambient air quality monitoring system in Rwanda that monitors and reports air quality levels in real-time between 2017 and 2021,
Dr. Gasore holds a Ph.D. degree in Atmospheric Sciences from Massachusetts Institute of Technology (MIT) and is a former lecturer at the University of Rwanda. Since 2013, Dr. Gasore has led the establishment of the Rwanda Climate Observatory; a comprehensive field station that monitors atmospheric composition related to climate change, air pollution, and ozone depletion. The first and only one of its kind on the African continent.
Dr. Gasore contributed to various studies, consultancies, and reports that form the bulk of knowledge on ambient air quality in Rwanda and has made significant contributions to the understanding of air quality in Africa. He has served on various national and international expert panels and technical committees.

Amb. Uwihanganye Jean de Dieu
Minister of State
Uwihanganye Jean de Dieu is a Rwandan engineer, diplomat, and strategic leader with extensive experience in infrastructure transformation, international diplomacy, and high-level project delivery.
He holds a master’s degree in Construction Project Management from The University of Manchester and an MBA from Nanyang Business School in Singapore. Additionally, he has a Certificate in Systems of Innovation from UC Berkeley in the USA and a Certificate in Economics from Tsinghua University in China. As a certified Project Manager (APM) and a professional in Public-Private Partnerships (PPP), he has served as the Construction Director at NPD Ltd and lectured in MBA project management courses at various universities in Rwanda.
From 2017 to 2019, Uwihanganye served as the Minister of State in charge of Transport at Rwanda's Ministry of Infrastructure, where he oversaw national policy and strategic decisions related to land, air, and water transport.
In 2019, he was appointed as the High Commissioner to Singapore, Australia, New Zealand and Kingdom of Brunei. His diplomatic efforts have focused on advancing trade, logistics, and regional integration, while promoting Rwanda's investment agenda on the global stage.
During his four years at NPD, he managed the construction of various projects, including stadiums, buildings, roads, electrical lines, and dams. In the UK, Uwihanganye worked as a Project Manager for the "Digital Girl Impact Map," a project led by the Nike-funded NGO, Girl Effect.
As part of the leadership team at the Ministry of Infrastructure (MININFRA), he remains deeply committed to building institutions that deliver measurable impact and position Rwanda as a global benchmark in infrastructure and governance.

Mr. Canoth Manishimwe – Permanent Secretary, Ministry of Infrastructure
Mr. Canoth Manishimwe was appointed Permanent Secretary at the Ministry of Infrastructure on 18 September 2025. He previously served as Director General of Corporate Services at the same Ministry, a position he assumed on 17 July 2025, after holding the same role at the Ministry of Agriculture and Animal Resources (MINAGRI) from January 2024.
Mr. Manishimwe began his professional career in 2007 as a support staff member at Kigali International Airport under a clearing agency. From 2009 to 2012, he worked as an accountant at Bakri International Energy Company (Rwanda), where he gained foundational experience in financial operations and compliance in the energy sector.
In 2013, he joined Cogebank as a Senior Internal Auditor, a role he held until 2018. During this period, he also assumed management control responsibilities (2018–2019), contributing to profitability analysis, risk auditing, and operational efficiency.
In 2019, Mr. Manishimwe transitioned to the education sector, serving as a Financial Management Specialist at the Single Project Implementation Unit (SPIU) at University of Rwanda until early 2023. In this capacity, he contributed to donor-funded project management supported by KfW, the World Bank, SIDA (The Swedish International Development Cooperation Agency), the EU, and USAID....
In March 2023, he joined the Ministry of Environment as a Budget and Financial Management Expert for the World Bank–funded Volcano Community Resilience Project. His contributions included project design, development of financial reporting tools, preparation of the project implementation manual, and oversight of SPIU project management funded by partners such as the GCF and the World Bank.
In January 2024, he was appointed Director General of Corporate Services at MINAGRI, a role he held until his transition to MININFRA in July 2025.
Mr. Manishimwe is a qualified accountant and a member of both the Institute of Certified Public Accountants of Rwanda (iCPAR) and the Association of Chartered Certified Accountants (ACCA) in the UK. He holds a letter of equivalence certifying his ACCA qualification as academically comparable to a UK Master’s degree. He also earned a Bachelor’s degree in Business Administration (Accounting) from the Adventist University of Central Africa (AUCA) and a Master of Business Administration (MBA) in Finance from the University of Rwanda.
Beyond his professional career, Mr. Manishimwe has contributed to governance in various capacities, including Chairman of the Tender Committee at SACCO Kinyinya and Vice Chairman of the Audit Committee at the Ministry of Local Government (MINALOC).
A dynamic leader and dedicated team player, Mr. Manishimwe is passionate about institutional growth and deeply committed to mentoring the next generation of professionals in Rwanda’s public service.
