Land transport is the main utilized mode of transport used in Rwanda through roads. Thus, the Ministry of Infrastructure is ensuring that the national road network is expanded, rehabilitated, upgraded, and maintained appropriately through Rwanda Transport Development Agency, which is an implementing agency affiliated to the Ministry of Infrastructure.
This infrastructure development aims at both ensuring the mobility connecting different areas of the country and opening up the country to ease land-locked status. In addition, with land transport using roads will be complemented by a railway with the implementation of a Multinational Railway project “the Dar Es Salaam – Isaka – Kigali/Keza – Gitega – Musongati Railway Project” which is under implementation.
Rwanda has made significant achievements in developing transport Infrastructure in recent years. The government also though of revamping the transport sector by ensuring provision of adequate transport services to ensure door-to-door mobility and accessibility of people and goods; which is key to economic growth.
In October 2012, the government of Rwanda has approved the Public Transport Policy and Strategy for Rwanda.
The key principles for Public Transport survives in Rwanda are:
- To ensure universal public transport services for all citizens
- To ensure accessibility (easy to use)
- To ensure mobility ( door to door)
- To ensure availability for use (responsive to demand)
- To ensure reliability to use (Providing services as per standard time schedule or available on demand )
- To promote safety and security for passengers-To ensure monitoring and evaluation of level of service and performance, and Satisfy from the user’s point of view.
Background
Rwanda is a land-locked and mostly mountainous country. Therefore, its transportation system has developed along the natural processes of creating and using land infrastructure - roads. Today, Rwanda has a relatively important and partly well-paved road network with good accessibility to most parts of the country and to the surrounding countries.
However, Rwanda is gifted with lakes and rivers, which might make inland navigation an attractive alternative for some connections in both the transport of passengers and goods. In Rwanda, the naturally existing waterways with only few long-haul connections and rather small demand didn't encourage the private sector to seriously develop any form of inland waterways transport. The maritime transportation mainly on our main Lake Kivu has therefore continued to be used informally with minimum benefits.
Transportation costs for inland waterway with considerable quantities of heavy goods will be lower than those of road transport, basically due to much lower energy consumption, and mostly less maintenance on the infrastructure. In addition, the social, safety and environmental effects may be in favor of waterways transport.
Thus, the government of Rwanda is committed to ensure that the maritime transport in Rwanda becomes a major transportation alternative for both persons and goods. For implementation, the detailed design study for lake Kivu water transport has been completed, and the Akagera river navigability study is also about to be launched. This study will be an integral economic and technical viability analysis on developing inland waterways transport on the Akagera River from Kagitumba (Rwanda) to Lake Victoria.

Background
Currently, Rwanda has no railway network. However, the country is working in partnership with other countries of the region to find a railway network. The railway network will contribute in lightening the country’s landlocked status, thus leading to a significant reduction of transport costs.
The Key principles for the rail transport policy are as follows:
- Promote the rail connectivity for both the central and the northern corridors including regional rail
connectivity with Democratic Republic of Congo
- Ensure harmonization of all future infrastructure , gauge and service provision, legal and regulatory
framework for rail transport system within EAC counties;
-Ensure separation of infrastructure from operations in terms of accounting, with separate balance sheets as well as profit and loss accounts, and separate accounts for passenger and freight;
- Adopt charging for network access base on marginal cost with allowances for non-discriminatory mark-ups and mark downs specified circumstances
- Ensure separation of powers in the form of an independent regulator and the separation of path allocation and infrastructure charging from any organization.The main objective of rail transport is to provide guidance for financing an appropriate railway network for Rwanda. A public private partnership financing option may be considered for development of Railway with following key features:
- Integrated concession regulated by independent regulator;
- Separation of management and rail operations in a non-discriminatory and fair open access system
- Integrated concession with open access regulated by an independent regulator responsible to national or multinational line.

LAW N°55/2011 OF 14/12/2011 GOVERNING ROADS IN RWANDA
This law was published in the official Gazette No 04 of 23 January 2012. The was stipulates the Road reserve for national roads, Districts and City of Kigali roads and those of other urban areas, Construction within the road reserve, Restrictions within public road reserve, Removal of facilities installed within a road reserve and Procedure of expropriation for road purposes .
The law also clarifies about road classification, reclassification and naming;technical norms;sites for extraction of materials for road construction and maintenance, road preservation; responsibilities, management, maintenance, financing and development ofroads , concession of roads construction to private entities, width of roads, widening of roads, public domain earmarked for roads and integral parts of the road, among others.

FLEET POLICY OF THE GOVERNMENT OF RWANDA JULY 2014

This policy was adopted to reorganize public transport by finding adequate solutions to problems that have been affecting public transport in Rwanda. The problems include unprofessionalism leading to a disorganized public transport and poor service delivery within the profession.
The new policy further aims at promoting good public transport services for all citizens ensure mobility by reducing the distances that used to be done by passengers to reach the nearest bus stops mainly in Kigali and connect the city with suburbs which couldn’t initially get public transport in an easy way.

NATIONAL FEEDER ROADS POLICY AND STRATEGY
The policy and strategy has the major objective to execute the provision of roads through intelligent prioritizing, design, implementation and quality assurance, optimize cost-effectiveness, facilitate cost-effective investments and operations to reduce and control transport costs (relative to other prices) and supply of transporters and traders especially in rural zones with high agriculture productivity.
The policy states that it will address the issue of mobility of crops from rural areas to the national and international market via the National Road network and District’s roads. It will also address the issue of financing and maintenance of feeder roads as well as improve the coordination between concerned stakeholders (Development partners, GoR’s institutions…).
The policy has 3 pillars which include:
o Enabling and stimulating rural socioeconomic development;
o Means and resources used efficiently in feeder roads;
o Institutional organization and rules regulating feeder roads.
