Rwanda Advances Irrigation and Transport Infrastructure to Boost Productivity and Trade
On Tuesday, 24 March 2026, the Minister of Infrastructure, Dr. Jimmy Gasore, alongside the Minister of Agriculture and Animal Resources, Dr. Telesphore Ndabamenye, and representatives from various government institutions and stakeholders, conducted a two-day field visit to Rwanda’s Eastern Province to assess key infrastructure projects critical to the region’s socio-economic transformation.
The visit focused on evaluating ongoing and planned infrastructure initiatives aimed at strengthening irrigation, energy supply, and transport systems. Among the key sites visited was the Kirehe power substation, currently under construction. With a planned capacity of 80 MVA, the substation is expected to significantly enhance electricity supply, supporting the expansion and sustainability of major irrigation schemes, including Mpanga and Mahama.
The Mpanga Irrigation Scheme is one of the flagship agricultural projects driving productivity and enhancing food security in Kirehe District.
Beyond its role in powering irrigation, the Kirehe substation will also provide reliable electricity in three districts: Kirehe, Ngoma and Kayonza, contributing to increased economic activity, improved livelihoods, and inclusive development. Emphasizing the importance of the project, Dr. Jimmy Gasore noted that, “Investing in reliable energy infrastructure such as the Kirehe substation is essential to unlocking the full potential of our irrigation schemes. It ensures sustainable agricultural productivity while directly improving the livelihoods of our communities.”
On the second day of the visit, the delegation toured the Mpanga irrigation scheme, where they reviewed critical infrastructure needs to ensure sustained productivity. Discussions highlighted the importance of complementary infrastructure, particularly road networks, with a joint commitment by stakeholders to fast-track their development to facilitate efficient agricultural production and market access.
In addition, the Ministers visited the Rusumo border post as part of ongoing efforts to enhance cross-border transport efficiency. The delegation assessed strategies to address congestion challenges, including plans to expand parking capacity for trucks operating across the border.

Currently, the designated parking area accommodates approximately 270 trucks, while ongoing planning aims to increase capacity to at least 1,000 trucks per day, a move expected to streamline trade and logistics within the region.
Highlighting the strategic significance of this initiative, Dr. Jimmy Gasore stated, “Enhancing infrastructure at the Rusumo border is a strategic priority for facilitating regional trade. Expanding truck parking capacity will significantly improve efficiency, reduce delays, and strengthen Rwanda’s position as a key logistics hub in the region.”
The field visit underscores the Government of Rwanda’s continued commitment to integrated infrastructure development as a driver of economic growth, regional connectivity, and improved service delivery.
