Advancing Mobility and Safety: Rwanda Unveils First Helmet Testing Laboratory

Rwanda has reached a historic milestone in road safety with the official launch of the Helmet Testing Laboratory, the first of its kind in Africa. This state-of-the-art facility, located at the Rwanda Standards Board (RSB), will ensure that helmets used by motorcyclists and moped riders meet rigorous national safety standards, in line with the newly adopted RS 576:2024 Protective Helmets Specification.
The laboratory is a key achievement under the ‘Tuwurinde’ Project (meaning "Let us protect heads"), a partnership between the Government of Rwanda, the FIA Foundation, Healthy People Rwanda, and the UN Road Safety Fund (UNRSF), supported by the United Nations Economic Commission for Africa (UNECA) and the United Nations Economic Commission for Europe (UNECE).
A Commitment to Protect Lives
Officiating the event, Dr. Jimmy Gasore, Rwanda’s Minister of Infrastructure, highlighted the importance of the facility in advancing road safety and sustainable mobility:
"This laboratory strengthens our commitment to road safety by ensuring helmets meet quality standards. It’s a critical step in protecting lives and reducing road accidents. By collaborating with the FIA and FIA Foundation, we are not only enhancing safety measures but also reinforcing Rwanda’s position as a leader in promoting sustainable and responsible mobility."

Global Collaboration for Local Impact
The inauguration was attended by over 200 participants, including FIA President Mohammed Ben Sulayem and FIA Foundation Chairman David Richards, who commended Rwanda for setting an example in the region:
"The launch of Africa's first-ever helmet testing facility marks a significant milestone in combating the rising number of motorcycle crash deaths and injuries. Rwanda demonstrates a strong commitment to adopting best practices, offering a blueprint for other countries across the continent and beyond," said Mr. Richards.
As part of the 2024 FIA Annual General Assemblies hosted in Kigali, the FIA also announced the donation of 5,000 certified helmets across Rwanda, coupled with an education program for over 10,000 riders on helmet safety.
The Road Ahead
Motorcycle taxis are a vital mode of transport in Rwanda, with compliance in helmet usage nearing 100%. However, many helmets previously sold in the country lacked proper certification, posing risks to riders and passengers. This gap is now being addressed through the Helmet Testing Laboratory, which will enforce standards to reduce head injuries and fatalities caused by road accidents.

The facility has already been commissioned, and trained technicians are ready to support importers, manufacturers, and researchers in testing and adopting compliant helmets. As Dr. Gasore emphasized, "Ensuring safety is not a one-man endeavor but a collective responsibility."
A National Vision for Safer Roads
Rwanda National Police Spokesperson, ACP Boniface Rutikanga, praised the initiative for its life-saving potential:
"Road safety remains a priority, and initiatives like 'Safe Helmet' play a vital role in protecting lives. We are committed to ensuring that all moto-taxi riders in Rwanda have access to certified helmets, contributing to safer roads for everyone."
Representing the Association of Taxi-Motos, Emmanuel Munyurangabo added:
"Access to quality helmets not only ensures safety but also enhances public confidence in using moto-taxis. We fully endorse this initiative and will advocate for its widespread adoption."
A Safer Future for Rwanda
The Helmet Testing Laboratory marks a turning point in Rwanda’s journey towards safer roads. By ensuring only standard-compliant helmets are allowed in the country, Rwanda is setting a benchmark for road safety in Africa and demonstrating a commitment to protecting its citizens.
The event concluded with a call for collective action: to prioritize safety, adopt informed practices, and work towards a future where every Rwandan can travel securely. As Dr. Gasore noted, "Together, we will build a safer, stronger, and more resilient Rwanda."
