Prime Minister Dr. Ngirente Edouard's Address at the 43rd Shelter Afrique Annual General Meeting and Symposium

The Kigali Marriott Hotel hosted the 43rd Annual General Meeting (AGM) and Symposium of the Shelter Afrique Development Bank (ShafDB). The event was marked by a keynote address from the Rt. Hon. Prime Minister Dr. Ngirente Edouard, who represented His Excellency, Paul Kagame, the President of the Republic of Rwanda.
In his opening remarks, Prime Minister Dr. Ngirente extended a warm welcome to the distinguished guests from across the continent, expressing Rwanda's pleasure in hosting this important gathering. He acknowledged the Shelter Afrique Member States for selecting Rwanda as the host for this year’s General Meeting and emphasized the significance of the discussions surrounding urbanization and affordable housing in Africa.
Urbanization and Affordable Housing: Key Drivers of Socio-Economic Development
The Prime Minister highlighted the critical link between urbanization and affordable housing, noting that as cities grow, they become hubs of economic activity, cultural exchange, and innovation. However, this growth also brings a pressing need for affordable housing. Dr. Ngirente pointed out that in Africa, urbanization and accessible housing are essential for socio-economic development, stating, "Affordable housing is not only about shelter; it is a catalyst for positive change."
He stressed the importance of secure and affordable homes for families, enabling them to focus on other socio-economic needs, including education, health, and economic opportunities. The Prime Minister also underscored the rapid urbanization projected for Africa, with the continent's population expected to double by 2050, two-thirds of which will be in urban areas. Eastern Africa is experiencing the fastest urbanization rate globally, averaging annual growth rates of 4.5%. This transformation presents both challenges and opportunities that must be addressed proactively.
Addressing Informal Housing and Housing Finance Challenges
Prime Minister Dr. Ngirente acknowledged the persistent challenge of informal housing, with over one billion people globally residing in unplanned settlements, and Africa accounting for nearly 25% of this population. He emphasized the need to focus on housing finance and its impact on the entire housing value chain. The main priority should be to address challenges on both the supply and demand sides of housing finance.
On the supply side, housing suppliers often face obstacles in accessing affordable construction financing. On the demand side, despite improvements in financial inclusion, many households still struggle to access standard housing finance products. The Prime Minister commended the commitment of Shelter Afrique Member States and partners to align urban transformation efforts with the provision of sufficient, affordable, and dignified housing.
Rwanda's Vision for Affordable Housing
Dr. Ngirente detailed Rwanda's efforts towards realizing Vision 2050, which prioritizes providing affordable housing for its citizens while ensuring the long-term well-being of communities. Central to these efforts is the National Land Use and Development Master Plan, a visionary spatial planning tool designed to guide the balanced, integrated, and efficient use of land across Rwanda. By aligning land use with development goals, the Master Plan sets the stage for vibrant, well-planned communities.
By mid-century, Rwanda's population is projected to reach 22.1 million, growing at a steady rate of 2%. The Master Plan estimates that 5.5 million dwelling units will be required to accommodate this population. To meet this need, the plan outlines an ambitious strategy to construct an average of 150,000 new dwelling units annually from 2020 to 2050, focusing on replacing and upgrading existing informal settlements and ensuring environmental sustainability.
Public-Private Partnerships: A Pathway to Affordable Housing
To achieve these housing goals, Rwanda engages private developers through Public-Private Partnerships (PPPs). This collaboration has proven effective worldwide in driving housing affordability. Private developers play a crucial role in constructing affordable homes, while financial institutions provide the necessary funding. The Prime Minister encouraged developers to participate in affordable housing projects, noting that the Government provides incentives to attract investors, including water, electricity, and other necessary infrastructure.
