Transforming Lives and Connecting Communities: Celebrating the Success of Rwanda's Urban Development Project

Minister of Infrastructure, Dr. Jimmy Gasore, commended the joint efforts that led to the completed Phase 1 of the Second Rwanda Urban Development Project (RUDP 2) registering 41 km of asphalt roads and 3.7 of standalone drainages. He expressed gratitude during the official inauguration of urban infrastructure constructed in 6 secondary cities (Muhanga. Huye, Rusizi, Rubavu, Musanze and Nyagatare, an event which took place in Rubavu district on 14th March 2024.
The Government of Rwanda has prioritized urbanization as a pillar of its Vision 2050, aiming for inclusive socio-economic transformation. RUDP 2 aligns with these goals, focusing on balanced urbanization through the development of satellite and secondary cities. The completed Phase 1, launched in May 2022 and completed in February 2024, marks significant progress in infrastructure development and increased resilience across the six cities.
Residents also shared their experiences and the positive impact of RUDP 2. Alphonsine from Muhanga district highlighted the elimination of waterlogging issues on roads, improving accessibility and comfort for residents. Ndayishimiye from Rubavu district noted the enhanced safety for transportation, leading to improved livelihoods and easier movement of goods and passengers. Esperance from Rusizi district expressed gratitude for employment opportunities created through road maintenance, significantly contributing to her family's well-being.

The project's success goes beyond infrastructure improvements, with job creation being a key outcome. Phase 1 alone created 4,445 jobs, including 1,959 for women, demonstrating a commitment to gender-inclusive development. Minister Gasore emphasized the importance of lessons learned, such as alignment in utility roll-outs and exceeding implementation standards, to ensure the smooth progress of future phases.
Minister Gasore thanked all stakeholders, including the World Bank, Secondary City Districts officials, contractors, supervisors, and communities, for their contributions to the project's success. As Rwanda continues its journey towards sustainable urbanization, collaboration, excellence, and community care remain paramount.
The celebration marks a significant step forward in Rwanda's urban development journey, showcasing the transformative impact of strategic partnerships and community-driven initiatives.
