Transforming Lives: The Kibugabuga-Shinga-Gasoro Road to Boost Mobility and Economic Growth

The upgrading of the Kibugabuga-Shinga-Gasoro road, spanning 66.55 kilometers, is nearing its final stages, with completion set for March 2025. This vital project marks a transformative milestone as one of the first asphalt main roads directly linking Rwanda’s Eastern and Southern regions. Once operational, it will significantly improve mobility, enhance trade, and accelerate socio-economic development for communities along the route.

This Wednesday, on 22nd January, 2025 the Minister of State, Mr. Olivier Kabera, conducted an on-site assessment of the road to ensure all necessary adjustments are made before completion. His visit underlined the government’s commitment to delivering quality infrastructure that meets the Rwanda’s vision.

A Road Connecting Regions and Transforming Lives

The Kibugabuga-Shinga-Gasoro road is expected to improve seamless connectivity between Bugesera district as well as other districts in the Eastern Province and Southern Province, creating a direct route that reduces travel time and transport costs. 

The road will provide much-needed relief to residents who have long relied on unpaved roads, which are often challenging, especially during the rainy season.

Bugesera, a fast-developing district known for hosting the under-construction of Rwanda’s biggest International Airport, will particularly benefit from this improved connectivity. Residents have expressed enthusiasm for the road, citing its potential to boost local businesses, improve market access, and facilitate regional trade.

A local business owner in Bugesera, Ms. Kubwimana Divine stated, "This road will open up opportunities for us to access larger markets, reduce transportation costs, and attract more customers to the district. It’s a game-changer for our community."

Promoting Economic Development and Citizen-Centered Governance

The Kibugabuga-Shinga-Gasoro road is a testament to the government’s citizen-centered approach to development. By prioritizing infrastructure that directly impacts citizens' lives, Rwanda continues to demonstrate its commitment to fostering inclusive growth and addressing regional disparities.

The road’s completion will contribute to improved access to essential services, such as education and healthcare, while enabling farmers and traders to transport their goods more efficiently. It also aligns with Rwanda's Vision 2050, which prioritizes infrastructure development as a driver of sustainable growth.

A Commitment to Quality and Timely Delivery

During his visit, Minister of State Olivier Kabera emphasized the importance of adhering to quality standards and timelines for the project. "This road represents more than just connectivity—it’s a lifeline for our citizens. We are committed to ensuring that it meets the highest standards to serve the people effectively," he remarked.

The Kibugabuga-Shinga-Gasoro road is being developed as part of the national strategy to enhance infrastructure, with a focus on linking key regions and facilitating economic activities.

Ongoing construction works for the upgrades are progressing with optimism for completion in the shortest possible time

Residents along the route are optimistic about the road’s potential to improve their quality of life. One farmer shared, "This road will allow us to transport our produce to bigger markets more efficiently, ensuring we earn a better income for our families."

As Rwanda continues its journey of sustainable development, the Kibugabuga-Shinga-Gasoro road stands as a shining example of how infrastructure projects can transform lives, connect regions, and fuel economic growth.
