The construction of the Base-Butaro-Kidaho road, a vital infrastructure project aimed at improving transport and stimulating economic activity in Burera District, is now promising. The 63-kilometer road is set to connect the districts of Rulindo and Burera in Northern Province, with the completion date projected for 2025. This project is expected to play a transformative role in facilitating tourism and enhancing the local economy.

The road construction project, funded through a concessional loan agreement signed between the governments of Rwanda and India in 2018, is valued at US$66.60 million. Upon completion, the Base-Butaro-Kidaho road will provide direct benefits to several key institutions in the region, including the University of Global Health Equity (UGHE), Butaro District Hospital, and the Butaro Cancer Centre of Excellence. These institutions stand to benefit from improved access, significantly reducing travel time and transportation costs for residents, students, medical professionals, and visitors.

Residents and business owners in the area have expressed their anticipation for the road's completion, recognizing the positive impact it will have on local commerce and transportation. The new tarmac road will not only facilitate the movement of goods and services but will also attract more visitors to the area, further integrating Burera District into the national and regional economy.

The poor state of the existing road has made transportation and business activities challenging for local communities. Businesses in trading centers such as Butaro and Kirambo have been particularly affected by limited access and high transport costs.

The construction of the Base-Butaro-Kidaho road is expected to address these challenges, making it easier for residents to transport their goods to markets and access essential services.

The road is also set to strengthen regional connectivity, as it will provide a direct link between Burera District in Rwanda and Kisoro District in Uganda, fostering cross-border trade and cooperation. The improved infrastructure will encourage tourists to explore the scenic beauty of the region, including nearby attractions such as the Virunga Mountains and Volcanoes National Park, further boosting Rwanda's growing tourism sector.

The Rwanda Transport Development Agency (RTDA) acknowledges that the project faced initial delays due to budget constraints, leading to a change in financing arrangements. After a thorough review, the government opted for more affordable options and amicably terminated the initial contract in February 2019. The road is now being constructed by a Joint Venture of NPD and China Road and Bridge Corporation (CRBC), with completion slated for 2025.

Once operational, the Base-Butaro-Kidaho road will be a key infrastructure development, driving economic growth, improving access to essential services, and positioning Burera District as a significant hub for tourism and cross-border trade. The Ministry of Infrastructure remains committed to delivering quality infrastructure that supports Rwanda's broader economic goals and enhances the quality of life for its citizens.
