Rwanda and Kenya Strengthen Cooperation in Housing and Urban Development
Nairobi, Kenya – 6 October 2026 - Rwanda and Kenya have strengthened bilateral cooperation in housing and urban development through the signing of a Memorandum of Understanding (MoU) during the 10th Session of the Joint Permanent Commission for Cooperation (JPCC).
The MoU was signed by Hon. Damien Murwanashyaka, Minister of Infrastructure of Rwanda, on behalf of the Government of Rwanda, and Hon. Alice Wahome, Cabinet Secretary for Lands, Public Works, Housing and Urban Development of Kenya, on behalf of the Government of Kenya.
The partnership provides a framework for the two countries to exchange knowledge, experience and expertise in addressing key housing and urban development challenges. Areas of cooperation include social housing, slum upgrading, settlement regularisation and the prevention of informal settlements.
The MoU also provides for collaboration in sustainable human settlements, green building and innovative housing financing models, with the aim of supporting efforts to expand access to adequate and affordable housing while promoting sustainable and inclusive urban development.

Through the framework, Rwanda and Kenya will leverage their respective experiences and expertise to develop and promote practical solutions to shared challenges in housing and urban development.
The cooperation is expected to facilitate learning and knowledge transfer between the two countries, while supporting the development of more sustainable, well-planned and resilient human settlements.
The signing of the MoU further underscores the strong bilateral relations between Rwanda and Kenya and their shared commitment to advancing cooperation in sectors that contribute to improved living conditions, sustainable urbanisation and inclusive economic development.
